If you are using DSL, then you will be using it over a phone line. BSNL requires you to also have a phone account, while Airtel does not. However, Airtel's better plans are all "combo-plans", i.e. they all include a phone connection as well.
Cable connections such as Hathway or Reliance, do not need a phone line.
That usually pretty much depends entirely on what's available in your area. All ISPs aren't available everywhere..
Hathway is pretty much the only ISP that offers unlimited 256kbps - but these plans are afaik available only in Chennai, and now I'm told in Bangalore as well - The Hathway page on Quillem is not entirely accurate atm.
Reliance offer a reasonable plan with a 10GB cap. And Airtel offers one with a 128kbps cap.
I have a Hathway and Airtel connection and I'm relatively happy considering the quality of the other providers floating around..

Yep, I've been _reasonably_ happy with the speeds and so have the people I know who use Hathway. You might want to test your bandwidth, using the Airtel/MTNL test sites. If you get anything regularly under 200 Kbps here, they will very likely be able to do something about it.
